Steve has become a verb on the show.  Steve can mean stealing the punchline of a joke, correcting someone (being a know-it-all), or just telling a bad joke.  After Fish apologized to Connie for correcting her (Steving her), Steve wanted a positive meaning for the verb, Steve.  So Fish was kind enough to give it a brand new meaning that everyone on the show loved.  So be sure to use the verb, Steve, whenever you get a chance!
