More than two dozen metrics are considered, grouped under a couple main categories: Economic Well-Being, and Health & Safety.
How the Neediest Cities in America Are Determined
Under the category of Economic Well-Being, things like childhood and adulthood poverty are taken into consideration. Each city's jobless and homeless rates are taken into account, as are things like bankruptcy and foreclosure rates, education levels and how much debt the typical resident carries.
Health & Safety rankings are determined by how much each city struggles with food insecurity, insurability, and the ability to see a physician when needed. It considers how many homes have inadequate space for the number of people living there, inadequate plumbing and/or kitchens, as well as crime, depression and suicide rates.
Michigan Is Home to the 'Neediest City in America'
Detroit has topped the annual list of the "Neediest Cities in America" for nearly a decade now, and 2025 is no exception.
For this year, Detroit ranks 7th-worst for Health & Safety, and dead last when it comes to Economic Well-Being.
The city has the worst adult poverty rate in the country, and is second only to Cleveland, Ohio, for child poverty in the United States. All of this is compounded by the fact that Detroit also has the highest unemployment rate in the nation at 7.4%.
